The National Power Development Plan VIII (PDP8) for the 2021-2030 period, with a vision to 2050, sets out Vietnam’s strategy to transition its power system toward cleaner energy sources while ensuring energy security and meeting growing electricity demand. The plan aims to support Vietnam’s nationally determined contributions and achieve net-zero emissions by 2050, including a shift away from unabated coal toward lower-emissions and renewable energy.

The plan includes substantial investment in both electricity generation and network infrastructure, with total power sector investment requirements exceeding USD 130 billion by 2030. It targets an increase in installed capacity from around 69 GW in 2020 to approximately 150 GW by 2030, driven by large-scale deployment of renewable energy and gas-fired power.

In terms of infrastructure, the plan envisages approximately USD 14.9-15 billion in transmission network investment by 2030, including expansion of high-voltage (220 kV and above) transmission lines, substations, and interconnection capacity to support renewable energy integration and system reliability.

The plan covers a broad mix of energy sources, including solar (utility-scale and rooftop), onshore and offshore wind, hydropower, gas-fired power (including LNG), coal (limited to existing pipeline projects), and emerging technologies such as energy storage, with a long-term shift toward a low-emissions power system.
