Tanzanias 2008 Electricity Act sets out rural electrification and renewable energy deployment targets, further implemented by the 2010 Electricity Rules.

The Energy and Water Utilities regulatory Authority (EWURA), an autonomous multi-sectoral regulatory authority established in 2001 under the authority of the Ministry of Energy and Minerals, is responsible for the implementation of these provisions.

The 2010 Electricity Rules implement less time consuming and less costly procedures for the attribution and development of Small Power Projects - maximum 10 MW export capacity- in both grid connected or mini grid systems. Small Power Projects rely on renewable energy sources or waste to generate power or heat.

The Electricity Rules further modify the electricity market structure by promoting the private sectors penetration. Such Rules also enhance and scale-up the role of renewable energy in the energy mix and increase rural electricity access (which stood at 2% in 2009).

The 2010 Electricity Rules also set up a Standardized Small Power Purchase Tariffs for both grid connected and mini grid electricity generation projects. The tariffs, expected to be reviewed annually by the Working Group on Small Power Development (WGSPD), have been established as follows in 2010:

An annual average of TZS 110.30/kWh for main grid-connected Standardized Small Power Purchase projects,

TZS 132.36 during the dry season (August to November), and

TZS 99.27 during the wet season (January to July).

Regarding mini-grid systems , the proposed tariff for the year 2010 is TZS 368.89/kWh.

China's New Five-Year Plan Preps the Nation for Peak Oil

China's energy strategy has largely shielded it from the fallout of the war in Iran and the resultant closure of the Strait of Hormuz, a vital artery for global oil and gas trade. However, the country's newest five-year plan for its oil and gas sector reveals ongoing anxieties about geopolitical tensions, future conflicts, reliance on energy imports, and the country's dwindling crude supplies. Released to the public on Monday by the National Development and Reform Commission and the National Energy Administration, the newest five-year plan focuses…

The Race to Unlock the World’s Hidden Hydrogen Reserves

Countries around the globe are racing to become the world’s first geologic hydrogen hotspot. A few years ago, the United States Department of Energy released a bombshell report that estimated that there are trillions of metric tons of natural hydrogen deposits sitting in underground pockets around the world – and that a considerable amount of that could be extracted for industrial use. Energy companies around the world have been eagerly exploring for the most ideal locations to put that theory to the test – and they’re zeroing…

Low Rivers, High Stakes: Europe's Nuclear Cooling Crisis

The extreme heat experienced across Europe in recent weeks has caused widespread disruption to nuclear power plants. Governments across the region have been forced to take extraordinary measures to keep nuclear facilities operating, but some are failing to meet their goals, with river levels at record lows. This is expected to have a significant impact on Europe’s GDP, with economic losses in the billions. Europe has endured five heatwaves so far this summer, bringing record temperatures, prolonged drought, and wildfires, with many…

Iraq Wants to Double Oil Output—and Needs OPEC to Get Out of the Way

Iraq wants to more than double its oil production within six years. First, it needs OPEC to let it. Baghdad is targeting output of between 8 million and 10 million barrels per day, up from roughly 4 million bpd before the Iran war, Prime Minister Ali al-Zaidi said Friday. Iraq dispatched its oil and finance ministers to Saudi Arabia the same day to make the case for a higher OPEC production quota. OPEC+ has hired DeGolyer and MacNaughton to independently assess the maximum sustainable production capacity of most members, including Iraq. The consultancy…
