In October 2025, we published the Carbon Budget and Growth Delivery Plan which sets out the UK’s policies and proposals to meet our statutory emissions reductions targets up to Carbon Budget 6 (2033-2037). As part of that package, we also published the UK net zero transition: Investor prospectus which set out the opportunities for investors in the delivery of the UK’s carbon budgets.

In the Investor Prospectus, we committed to publishing series of factsheets that will provide more detailed information on the key policies, government interventions and timings. The first of these factsheets is for the heat and buildings sector as defined by the Carbon Budget framework, in part to support the delivery of the Warm Homes Plan.

The first of these factsheets is on heat and buildings, in part to support the launch of the Warm Homes Plan but also to show the potential for investment propositions across all segments of the market, including residential, commercial and public sector.

The factsheets are intended to summarise and prioritise current policy for investors – they do not include previously unannounced policy.

This factsheet was published as part of the Carbon Budget and Growth Delivery Plan.
